The Green Dilemma.

If you are the government and have a pocket money of $40 million to be a better world citizen, would you:

1) Invest in a research lab to find a roadmap (however hazy it is) that will offset some 'unfavourable side effects' of alternative energy (e.g how not to dump nuclear waste in your neighbour's backyard).

OR

2) Provide grants to manufacturers (one or few, depending how much your millions can stretch but this is just hypothetically speaking), to decrease the highest carbon emission stage in their product lifecycle (which if you don't already know, is the usage stage) under the condition that the impact must be immediate and defined.
